§ 7.50.010. Findings.

  • The board of county commissioners finds that alternative forms of transportation including, but not limited to pedicabs, are becoming increasingly popular on the highways and sidewalks in the unincorporated areas of Clark County and, if unregulated, would:

    (a)

    Significantly increase the existing pedestrian and vehicular congestion;

    (b)

    Create safety issues for vehicles, pedestrians, and operators and passengers of the pedicabs and other alternative forms of transportation; and

    (c)

    Provide an opportunity for misrepresentations and/or deceptive sales practices to be committed against unsuspecting tourists and the general public.

    Therefore, for the health, safety, and welfare of the general public, the board of county commissioners finds that it is necessary to require pedicab businesses to be licensed and to impose restrictions on the operation of pedicabs.
