The county manager shall be the chief administrative officer of the county and shall
perform in like capacity for such agencies, districts and departments, established
separate from the county but which are under the control of the board of county commissioners,
ex officio. The county manager shall perform the same administrative functions for
departments headed by an elected official as other county departments except as otherwise
limited by statute or ordinance. The county manager shall appoint assistant county
managers, department heads and staff directors under his supervision in accordance

ordinance or statute to any of his appointed subordinates except where certification,
licensure or other prerequisites would preclude. Should the county manager and the
assistant county managers be absent, administrative authority shall be vested with
the person designated by the county manager.
