§ 2.05.060. Citizen's advisory committee—Creation, members, terms, duties.

  • (a) There is created the Clark County department of juvenile justice services citizen's advisory committee.

    (b)

    The membership of the committee shall consist of eleven voting members appointed by the board of county commissioners and the director of the department of juvenile justice services who shall be an ex officio non-voting member of the board. One member shall be the chief executive officer or designee of the chief executive officer of an employee organization which is a recognized bargaining agent for employees of the department of juvenile justice services. The remaining members shall be persons who have a demonstrated interest in community issues involving juvenile justice services; except that not more than three members may be employed by the department of juvenile justice services, the department of family services, or any like state department.

    (c)

    Of the members first appointed, two must be appointed for a term of one year, two for terms of two years, and three for terms of three years. Thereafter, all subsequent appointments to these seven positions shall be for a term of three years ending on the last day of June. The four additional membership positions created in December of 2011 shall be for an initial term of one, two or three years so that term expirations for any appointment year shall not vary by more or less than one the total number of expiring positions for any other appointment year. When necessary, the initial length of terms for these four additional membership positions shall be determined by lot and may be shortened or lengthened so that each term ends on the last day of June. Thereafter, all subsequent appointments to these new membership positions shall be for terms of three years ending on the last day of June. The members of the committee shall serve at the pleasure of the board during their respective terms. If a vacancy occurs on the committee, the board of county commissioners shall appoint a person to serve in the position for the remainder of the unexpired term.

    (d)

    The members of the committee shall select from among their members a chairman who shall act as presiding officer at meetings of the committee and a vice-chairman who shall act during the absence or disability of the chairman. The term of all officers shall be for a term of one year.

    (e)

    Meetings of the committee shall be conducted in the following manner:

    (1)

    The regular meetings of the committee shall be held monthly, the date and time to be set by the committee.

    (2)

    Special meetings may be called by the chairman, the vice-chairman in the absence of the chairman, or by written request of a majority of the committee whenever there is sufficient business to come before the committee.

    (3)

    A majority of the committee shall form a quorum for the transaction of business; provided, however, that at least four members of the quorum shall be persons not employed by the department of juvenile justice services, the department of family services, or any like state department or agency. Motions before the committee require a majority vote of the members present and voting for passage.

    (f)

    The committee may offer the opinions and recommendations of the residents of the county to the Clark County juvenile justice services policy and fiscal affairs board concerning the facilities, services and resources provided by the departments of family and juvenile justice services. The citizen's advisory committee may, with the authorization of the board, review and report on:

    (1)

    Programs provided or funded by the department; and

    (2)

    Programs and agencies which provide information or services related to delinquency of children to either the department or the family division of the district court.

    (g)

    Members of the committee shall serve without compensation but may be entitled to reimbursement for expenses upon prior approval of the board of county commissioners.
