Nothing in this chapter shall guarantee or imply a future source of water, a water commitment or a future water commitment for any particular form of land use or development. Nothing in this chapter can constitute a water commitment as only the Las Vegas Valley Water District or other water purveyors have the authority to commit water in the system owned and controlled by the Las Vegas Valley Water District or the other water purveyors.
