§ 11.05.010. Definitions.

  • Unless the particular provision or the context otherwise requires, the definitions and provisions contained in this section shall govern the construction, meaning and application of words and phrases used in this chapter.

    (a)

    "Designee" means the person or persons responsible for the final relocation decision, the person or persons charged by the board with the collection of relocation costs or the hearing officer.

    (b)

    "Tenant" means any person, other than the owner of the property, who resides thereon with the permission of the owner, or any owner who resides on the property, but for reason of physical or mental health, cannot manage the affairs of the property.

    (c)

    "Debtor" means each person from whom the board or its designee seeks to recover the costs of the relocation. Although additional debtors may be added pursuant to Section 11.05.040(e), the owner of the property from which the tenants were relocated shall be the initial debtor.

    (d)

    "Primarily responsible" means responsibility arising from any acts or omissions which gave rise to the nuisance or condition, greater than the responsibility of any other person.
