"Slot/mobile gaming machine operator" means any person who operates, leases, rents,
places or installs for a fixed amount or percentage, or for any consideration whatsoever
or however determined, any slot or mobile gaming machine, but does not, however, include
any person owning or leasing by capital lease as defined in NRS 463.0139, any slot
or mobile gaming machine which is installed or operated in a place of business owned
or operated by such person.
