§ 3.60.120. Administration of federal grant funds.

  • (a) Responsibilities of Clark County.

    (1)

    Clark County will administer fiscal year 1995 emergency shelter grant (ESG) funds in the total amount of two hundred sixty-one thousand dollars, of which Clark County will receive one hundred forty thousand dollars and the city of Las Vegas will receive one hundred twenty-one thousand dollars, from the U.S. Department of Housing and Urban Development (HUD), upon HUD's approval of the HUD Consolidated Plan containing the ESG action plan as to how these funds will be distributed.

    The community resources management division staff shall prepare a resolution/agreement with each agency designated to receive fiscal year 1995 ESG funds, to be reviewed by each agency, and upon the agency's acceptance by their signature on the acceptance of grant and agreement to comply with grant conditions form, present the resolution/agreement to the board of county commissioners for approval prior to providing any ESG funds to the respective agencies.

    (3)

    The Community Resources Management Division staff shall perform the required environmental reviews, obtain the required certifications from the agencies, develop the scope of work with each agency, provide the method of providing ESG funds to each agency, monitor the agency's performance in accordance with ESG regulations, and prepare the required HUD reports in accordance with the ESG regulations and requirements. Copies of all HUD reports, and any correspondence requested relative to the administration of the ESG grant by Clark County, shall be provided to the city in a timely manner.

    (b)

    Responsibilities of the City of Las Vegas. Clark County shall invoice the city of Las Vegas for the city's fiscal year 1995 ESG funds, in the total amount of one hundred twenty-one thousand dollars, and provide these funds to the agencies funded upon receipt of proper requests for reimbursement from the agencies in accordance with the approved resolution/agreements. The city of Las Vegas shall provide the requested ESG funds to Clark County, upon receipt of an invoice, within thirty days.

    (c)

    Administration of Future Emergency Shelter and Other Federal Homeless Grant Funds. Clark County and the city of Las Vegas will administer future federal Emergency Shelter Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA), and other federal homeless grant funds, under the jurisdiction of this chapter and the provisions of the interlocal contract, in a like manner, or each entity may elect to assume separate responsibilities for such administration, and nothing in this chapter precludes this action.
