"Water purveyor" means any entity, commercial or public, that provides water for residential
or commercial purposes. The term includes, but is not limited to the Las Vegas Valley
Water District, Big Bend Water District, Kyle Canyon Water District, Moapa Valley
Water District, Virgin Valley Water District, North Las Vegas, Henderson, Boulder
City, and the water systems that serve Searchlight, Indian Springs, Blue Diamond and
Jean.
