§ 14.42.010. Findings.

  • The board of county commissioners finds that alternative forms of transportation including but not limited to pedicabs and EPAMDs, are becoming increasingly popular on the highways and sidewalks in the unincorporated areas of Clark County and, if unregulated, would:

    (a)

    Significantly increase the existing pedestrian and vehicular congestion, and;

    (b)

    Create safety issues for vehicles, pedestrians, operators of EPAMDs, and operators and passengers of the pedicabs and other alternative forms of transportation.

    Therefore, for the health, safety, and welfare of the general public, the board of county commissioners finds that it is necessary to impose restrictions on the operation of EPAMDs, pedicabs, rickshaws, and animal-drawn vehicles.
